Prepare the Meat Crust
Preheat your oven to 350°F (175°C).
In a large mixing bowl, combine ground beef, breadcrumbs, onion, green pepper, tomato sauce, oregano, salt, and pepper. Mix until well combined.
Press the mixture evenly into the bottom and up the sides of a 9-inch pie plate or a deep-dish pan. Set aside.
Make the Filling
In a separate bowl, mix the rice, remaining tomato sauce, water, and ½ cup of grated cheddar cheese. Stir until fully combined.
Pour the filling into the prepared meat crust, spreading it evenly.
Bake the Pie
Cover the pie with aluminum foil and bake for 25 minutes.
Remove the foil, sprinkle the remaining ½ cup of cheddar cheese over the top, and bake for an additional 10-15 minutes, or until the cheese is melted and golden brown.
Cool and Serve: Allow the pie to cool for 5-10 minutes before slicing and serving. Pair with a crisp side salad or crusty bread for a complete meal.
